Position Summary
The Senior Malaria Technical Advisor provides high-level technical leadership to Senegal’s National Malaria Control Program (NMCP) and Ministry of Health and Public Hygiene (MSHP).
The role focuses on:
- Malaria prevention and treatment strategies
- Program design and implementation
- Digital transformation and health systems strengthening
- Supply chain and logistics management
Key Responsibilities
1. Technical Leadership
- Provide expert guidance on malaria prevention and control strategies
- Support national strategy and work plan development
- Oversee implementation of interventions:
- Vector control
- Case management
- Seasonal malaria chemoprevention
- Malaria vaccination
- Malaria in pregnancy programs
- Strengthen digital systems for malaria commodity tracking
- Build capacity at national and district levels
2. Program Management
- Ensure efficient use of U.S. government resources
- Support planning, design, and execution of malaria programs
- Analyze program performance and recommend improvements
- Oversee supply chain management:
- Procurement to last-mile delivery
- Stock monitoring and prevention of shortages
- Develop and update logistics SOPs
- Support quantification and forecasting of malaria commodities
- Conduct monitoring and evaluation (M&E) activities
3. Coordination & Partnerships
- Coordinate with:
- NMCP
- Ministry of Health
- U.S. Department of State
- Implementing partners and donors
- Ensure alignment and avoid duplication of efforts
- Participate in technical and coordination meetings
4. Communication & Reporting
- Organize regular coordination calls with stakeholders
- Provide updates to U.S. Embassy and partners
- Submit:
- Weekly progress reports
- Monthly detailed reports (validated by NMCP Coordinator)
Qualifications
Education
- Master’s degree in:
- Public Health / Epidemiology / Medicine / Biology / Pharmacy / Related fields
- Preferred:
- Advanced degree in Computer Science or Data Science
Experience
- Minimum 7 years in public health (malaria focus preferred)
- Experience with:
- National-level programs
- International donors (World Bank, Global Fund, U.S. Government)
- Strong background in:
- Malaria epidemiology and control strategies
- Health systems strengthening
- Digital health systems
Technical Skills
- Supply chain and logistics management

- Monitoring & evaluation (M&E)
- Data-driven decision making

Languages
- Fluent in English
- Professional fluency in French (required)
