Job Overview
We are seeking a highly skilled and proactive Cryptocurrency Regulatory Compliance Officer to join our Legal & Compliance team in Kédougou. This role is critical in navigating the complex and evolving regulatory environment for digital assets in Senegal and the wider West African region. You will be responsible for developing, implementing, and monitoring compliance programs to ensure our operations adhere to all applicable laws, regulations, and internal policies. You will serve as the primary point of contact for regulatory inquiries, conduct risk assessments, and provide strategic guidance to business units on compliance matters. Key Responsibilities
- Develop, implement, and maintain a comprehensive compliance program for Binance’s operations in Senegal, aligned with local regulations and global best practices.
- Monitor and analyze new and existing laws, regulations, and guidelines related to cryptocurrencies, anti-money laundering (AML), counter-terrorist financing (CTF), and data protection.
- Conduct regular risk assessments and compliance audits to identify and mitigate potential regulatory risks.
- Design and deliver compliance training programs for employees to foster a strong culture of regulatory awareness.
- Liaise with regulatory bodies, including the Central Bank of West African States (BCEAO) and the Senegalese Financial Intelligence Unit (CENTIF), on compliance matters and reporting.
- Oversee customer due diligence (CDD), know-your-customer (KYC), and transaction monitoring processes to ensure adherence to AML/CFT requirements.
- Investigate and report suspicious activities and transactions in accordance with regulatory mandates.
- Provide timely and practical compliance advice to product, engineering, and business development teams on new initiatives and features.
- Prepare and submit regulatory reports and filings accurately and within required deadlines.
- Manage internal compliance controls and coordinate with external auditors during regulatory examinations.
Required Skills
- In-depth knowledge of Senegalese and West African financial regulations, with specific expertise in AML/CFT frameworks and emerging digital asset regulations.
- Strong understanding of blockchain technology, cryptocurrencies, and the operational aspects of digital asset exchanges.
- Excellent analytical, problem-solving, and risk assessment abilities.
- Outstanding communication and interpersonal skills, with the ability to explain complex regulatory concepts to non-legal stakeholders.
- High level of integrity, professionalism, and discretion in handling sensitive information.
- Proven ability to work independently, manage multiple priorities, and thrive in a fast-paced, dynamic environment.
- Fluency in French (mandatory) and professional proficiency in English.
- Proficiency with compliance software and tools, as well as standard office applications.
Education
A Bachelor’s degree in Law, Finance, Economics, Business Administration, or a related field is required. A Master of Laws (LL.M.), Juris Doctor (JD), or a professional certification such as Certified Anti-Money Laundering Specialist (CAMS) or Certified Regulatory Compliance Manager (CRCM) is highly preferred. Continuous education in fintech and blockchain regulation is a strong advantage.
Experience
A minimum of 5-8 years of progressive experience in compliance, legal, or risk management roles within the financial services sector. Direct experience in fintech, cryptocurrency exchanges, or digital asset compliance is a significant advantage. Candidates must have a proven track record of interacting with financial regulators and successfully managing compliance programs in a complex regulatory environment. Experience in project management and cross-functional collaboration is essential.
