Job Overview

We are seeking a highly skilled and proactive Cryptocurrency Regulatory Compliance Officer to join our team in Kédougou. This role is central to ensuring our operations in Senegal adhere to all applicable local and international regulations governing digital assets, anti-money laundering (AML), counter-financing of terrorism (CFT), and consumer protection. You will be the local expert on the evolving regulatory landscape for cryptocurrencies in Senegal and the wider West African region. You will design, implement, and monitor compliance programs, conduct risk assessments, and serve as a key liaison with regulatory bodies. Key Responsibilities

  • Develop, implement, and maintain a comprehensive compliance framework for cryptocurrency operations in Senegal, aligned with Binance’s global standards and local regulations.
  • Monitor and analyze new and proposed regulations, directives, and guidelines from Senegalese authorities (e.g., BCEAO, Ministry of Finance) and international bodies affecting digital assets.
  • Conduct regular risk assessments and compliance audits of internal processes, products, and services to identify and mitigate regulatory risks.
  • Manage the AML/CFT program, including transaction monitoring, suspicious activity reporting (SAR), customer due diligence (CDD), and enhanced due diligence (EDD) for high-risk clients.
  • Serve as the primary point of contact for regulatory inquiries and examinations, preparing all necessary reports and documentation.
  • Design and deliver compliance training programs for employees to foster a strong culture of compliance and ethical conduct.
  • Collaborate with product and engineering teams to ensure new products and features are launched with compliance-by-design principles.
  • Investigate compliance issues and incidents, implementing corrective actions and reporting findings to senior management.
  • Liaise with legal counsel and external advisors on complex regulatory matters and licensing requirements.

Required Skills

  • In-depth knowledge of Senegalese financial regulations, AML/CFT laws, and a strong understanding of the emerging regulatory framework for virtual assets.
  • Proven experience in compliance within a financial institution, fintech, or cryptocurrency exchange.
  • Excellent analytical, problem-solving, and risk assessment skills.
  • Strong communication and interpersonal skills, with the ability to explain complex regulatory concepts to non-experts.
  • High level of integrity, professionalism, and discretion.
  • Ability to work independently in a fast-paced, evolving environment.
  • Fluency in French and professional proficiency in English.

Education

A Bachelor’s degree in Law, Finance, Economics, Business Administration, or a related field is required. A Master’s degree (LL.M, MBA, MSc in Finance) or professional certifications such as Certified Anti-Money Laundering Specialist (CAMS) or Certified Fraud Examiner (CFE) are highly desirable and will be a significant advantage for this Job Vacancy in Senegal.

Experience

A minimum of 5-8 years of direct experience in regulatory compliance, financial crime prevention, or legal advisory roles, preferably within banking, fintech, or the cryptocurrency/blockchain industry. Experience interacting with financial regulators in West Africa is a major plus. Candidates must demonstrate a track record of developing and managing effective compliance programs.
