Job Overview
The Environmental Health and Safety (EHS) Manager will lead the development, implementation, and continuous improvement of EHS policies and procedures for all construction sites and corporate offices in Senegal. Reporting to the Regional Director of Operations, the manager will ensure compliance with local regulations, international standards such as ISO 45001 and ISO 14001, and Bouygues Group’s internal safety framework. This role is pivotal in fostering a culture of safety, reducing environmental impact, and safeguarding the wellbeing of employees, subcontractors, and surrounding communities. Key Responsibilities
- Develop, review, and enforce EHS policies, procedures, and risk assessments aligned with local laws and international best practices.
- Conduct regular site inspections, audits, and incident investigations to identify hazards and implement corrective actions.
- Lead safety training programs, toolbox talks, and emergency response drills for all personnel.
- Monitor environmental performance indicators, manage waste streams, and ensure compliance with emission and water usage standards.
- Collaborate with project managers to integrate EHS considerations into project planning, budgeting, and scheduling.
- Prepare and submit regulatory reports, permits, and compliance documentation to Senegalese authorities.
- Maintain incident and near‑miss databases, analyze trends, and recommend preventive measures.
- Serve as the primary liaison with local communities, NGOs, and government agencies on safety and environmental matters.
- Promote a proactive safety culture through communication campaigns, recognition programs, and continuous improvement initiatives.
Required Skills
- In‑depth knowledge of Senegalese labor, environmental, and construction safety regulations.
- Proficiency in ISO 45001, ISO 14001, and OHSAS 18001 frameworks.
- Strong analytical and problem‑solving abilities with a data‑driven approach to risk management.
- Excellent communication and interpersonal skills for stakeholder engagement.
- Leadership experience in managing multidisciplinary teams across multiple sites.
- Fluency in French and English; knowledge of local languages is an advantage.
- Proficiency with EHS management software and Microsoft Office Suite.
Education
A minimum of a Bachelor’s degree in Environmental Science, Occupational Health, Safety Engineering, or a related discipline is required. Candidates holding a Master’s degree or professional certifications such as CSP (Certified Safety Professional) or NEBOSH International General Certificate will be given preference.
Experience
Applicants must possess at least five to seven years of progressive experience in EHS roles within the construction or infrastructure sector, preferably in West Africa. Demonstrated experience in leading large‑scale safety programs, conducting regulatory audits, and managing environmental compliance is essential.
Salary
The compensation package ranges from 2,500,000 to 3,500,000 SSP annually, commensurate with experience and qualifications. The package includes performance‑based bonuses, health insurance, and pension contributions in line with Bouygues Group standards.
